Why do domestic energy-saving lamps "double inside and outside"?


According to the statistics of China Lighting Association, China is now the world's largest producer of energy-saving lamps. Eight of the ten energy-saving lamps in the global market are produced in China. China's technology, equipment and quality testing have reached the international leading level.

In recent years, energy-saving lamps have gradually replaced incandescent lamps with their high life and low energy consumption, becoming the "protagonist" in the field of household lighting. China's energy-saving lamp industry has also entered the "big development era."

However, at the same time as the great development of the industry and the gradual occupation of the international market with quality products, the domestic energy-saving lamp market is quite chaotic.

On August 10, China Consumers Association cooperated with the quality inspection department to announce to consumers the results of comparative tests on 23 energy-saving lamps that have met the national compulsory safety standards: 36% of the products failed to achieve “saving electricity and longevity” "The requirement, after 2000 hours of ignition, the light effect is difficult to meet the requirements, "to achieve 80% of the initial light effect", belonging to the "short life light." This status quo has led to the embarrassing situation of energy-saving lamps that “saving electricity and not saving money”.

As early as this year's "3?15" period, the State Administration for Industry and Commerce had conducted quality inspections on energy-saving lamp products in the markets of Beijing, Shanghai and Guangzhou. Among the 61 samples selected, products meeting the national mandatory safety standards. In the 24 groups, the pass rate was 39.3%. In terms of prevention of electric shock, mechanical strength, and interchangeability of light bulbs, about 60% of products use safety to "test" consumers.

The results of the two spot checks are frustrating. Why is China’s energy-saving lamps marketing internationally “showing awkwardness” in front of “self-family”?

International and domestic thresholds are very different

In recent years, energy saving and emission reduction has become a global slogan. Many countries and regions have responded positively to this, and the energy-saving lamp industry has also ushered in its own development opportunities. The EU passed an agreement at the spring summit in Brussels, which ended on March 9 this year. To reduce greenhouse gas emissions, the era of incandescent lamps will be completely extinguished by 2009.

The promotion of high-efficiency energy-saving lighting system has long been designated as the “green lighting project” of the Chinese government, and has become one of the top ten energy-saving projects in the “Eleventh Five-Year Plan”. The Chinese government plans to purchase 150 million energy-saving lamps during the 11th Five-Year Plan period to take the lead in promoting the use of energy-saving lamps.

The huge market tempts the entire energy-saving lamp industry, and behind the interests is the test of quality.

“The vast majority of energy-saving lamps on the US market are produced in China.” Yang Zheng, deputy director of the National Electric Light Source Quality Supervision Center, told China Economic Weekly that “the quality of energy-saving lamps exported to the United States is quite high. In terms of performance requirements. The United States has set a high threshold for imported energy-saving lamps, and the ignition time must be at least 10,000 hours. If three of the 10 sample lamps do not meet the requirements, this batch is a substandard product."

Since the "Chinese lamp" can meet the demanding quality of the US market, why is it doing well in the domestic market?

Wang Zhigang, a certified engineer at the China National Institute of Standardization's successful bidding certification center (formerly China Energy Conservation Product Certification Center), told China Economic Weekly that compared with the high threshold of the United States, “domestic energy-saving lamps from production to market, in addition to consciously complying with national compulsory Safety standard production, and then do a 'type test' including color tolerance and Other items, you can enter the city without any other thresholds"

“The business administration department will conduct annual quality inspections on products.” Yang Zheng said, “But the unqualified products will not be required to be delisted. For the performance of energy-saving lamps, there is no mandatory standard in China. There is only one recommended standard. The so-called “recommended” means that manufacturers should set up enterprise standards according to this. In terms of life, the standard requires that the minimum life of energy-saving lamps is not lower than 6000 hours.

The results of the random inspection by the General Administration of Industry and Commerce and the China Consumers Association show that this "recommended standard" has not been respected by all manufacturers.

In this regard, Dong Jingsheng, deputy secretary-general of China Consumers Association, said: "Unqualified products should be delisted, and supervision must be strict. In order to let consumers trust energy-saving lamps, product quality is the lifeblood, and supervision should be strengthened. The key to disobedience is what the guardian does and what the educator does."

Consumers must recognize "ID card"

Liu Shengping, deputy secretary-general of the China Lighting Association, told reporters that since the government proposed to implement green lighting projects in 1996 and promote the use of energy-saving lamps, the output of energy-saving lamps in China has increased from 100 million in 1998 to 2.4 billion in 2006. About 70% of the 2.4 billion are exported to foreign countries, and less than 30% are domestically sold. Among them, many energy-saving lamps companies are forced to “go away”.

Deputy Director Yang Zheng told China Economic Weekly, "The domestic market is under pressure. In order to stand on the market, big companies rely on brands, small businesses rely on low prices and 'guerrilla tactics', while medium-sized companies have good product quality but no Living space, so it is better to do more expensive, reduce some profits, but also to sell in the international market."

In order to standardize the market, eliminate inferior products, and guide healthy consumption, the China Consumers Association and the quality inspection department conducted the comparative test of 23 brands, and also the “ID card” for high-quality energy-saving lamps (referred to as CQC security certified by China Quality Certification Center).
