China Guodian hydropower installed capacity exceeded 10 million kilowatts

On December 26, 2010, with the Dadu River Pubugou hydropower station of Guodian fully operational, the total hydropower installed capacity of China Guodian Corporation exceeded 10 million kilowatts. This is another important result of the Group’s efforts to develop new energy to lead the transformation of enterprises and accelerate the adjustment of power supply structure.

China State Power regards hydropower development as an important aspect of implementing energy-saving and emission-reduction commitments and accelerating corporate transformation, and proposes an overall approach to increase the scale and quality of hydropower development and increase the proportion of renewable energy. In the work policy, the four transitions are emphasized, that is, taking the Dadu River Basin hydropower development company as a leader, promoting the transformation of hydropower development from project construction to investment and development; shifting from one basin to the country's large and small watersheds; and shifting from hydropower professional operations to The transformation of integrated industrial operations, which mainly consist of hydropower, has changed from professional companies to open, responsible, and social integrated power companies. In terms of the development pattern, the hydropower development in the Dadu River Basin has been focused on, exploiting both inside and outside, combining the distance with each other, and the development of large, medium and small enterprises. All provinces and regions have joined together to form a hydropower development model with China's national power characteristics. In response to the new situation, the “123” hydropower development goal was also clearly defined. That is to say, hydropower installations in 2010 will reach 10 million kilowatts, 20 million kilowatts in 2015, and 30 million kilowatts in 2020.

Since the beginning of this year, China Guodian has put into operation nine hydropower projects. These projects are located in the Dadu Rivers in Sichuan, the Kashi River in Ili in Xinjiang, the Amo River in Yunnan, the Bala River in Guizhou, and the Dongxi River in Fujian. Among them, the Dadu River Pubugou Hydropower Station put into operation 4 sets of 600,000 kilowatts this year, with a total installed capacity of 3.6 million kilowatts, which is currently the largest hydropower station in Sichuan Province, and the installed capacity accounts for 8% of the total power generation capacity in Sichuan. At the same time, China Guodian has increased its efforts in hydropower mergers and acquisitions. In the process of mergers and acquisitions, it has implemented a "green channel" system to shorten the examination and approval time and improve the efficiency of decision-making.

While accelerating domestic hydropower development, China Guodian has actively expanded overseas. Guodian Xinjiang, Yunnan, and Guangxi have achieved initial success in developing the hydropower market in Central Asia, Southeast Asia, and South Asia. On November 4th this year, China Guodian and the Ministry of Mines and Energy of Cambodia signed a memorandum of understanding for hydropower projects. They obtained a total of 2.708 million kilowatts of development rights for the two hydropower projects, namely the Chai Arun and Songbo.

In order to comprehensively improve the level of hydropower project construction, China State Power strives to optimize project organization, optimize survey design, and optimize site management. The Xinjiang Khan Wusu hydropower project adopted innovations such as the use of bedding materials to move the sidewall extrusion technology. The project investment was reduced by 8.8%, and the construction period was shortened by 4 months. The project “Study and Application of River Closure Technology for High Flow, Steep Depth, and Deeper Overburden Courses” carried out by Daduhe Company, carried out a systematic study of river closure technologies for deep overburdens, and the results have reached internationally advanced levels. The non-protected bottom closure technology for the characteristics of the deep overburden layer of the Pubugou Project plays an exemplary role in the field of hydropower engineering in China.

China Guodian correctly handles the relationship between hydropower development and protection, and has won the coordinated development of economic, social, and environmental benefits. The hydropower stations in the area provide a large amount of clean electricity for the local economic and social development. At the same time, they also play a huge overall benefit in advancing energy conservation and emission reduction, promoting regional economic development, storing and flood control, and improving shipping. Compared with coal-fired power plants of the same scale, the Pubugou hydropower station can reduce carbon dioxide emissions by about 120 million tons per year, which can replace the consumption of 47 million tons of standard coal, and reduce the generation of large amounts of waste water and waste slag. During the construction of the Shenxigou Shenxigou hydropower station with an installed capacity of 660,000 kilowatts, related industries such as local taxation, labor service use, material procurement and transportation were promoted. The Pubugou hydropower station has a storage capacity of 5.4 billion cubic meters. In the catastrophic flood once encountered in July 20, 2010, it intercepted and stored 200 million cubic meters of peak floods. It played a peak-shifting function for the first time and made great contributions to the flood-fighting and rescue of the middle and lower reaches of the Yangtze River. Guodian Gongzui Hydropower Generic Plant dispatched it carefully and successfully secured large shipments on the Lancang River.
