Chinese government speeds up the layout of artificial intelligence: government guidance - enterprise force - corner overtaking

The global wave of artificial intelligence research has officially begun, and the Chinese government is actively working to establish a strong foundation for AI development. With the support of policies and growing market demand, Chinese companies are gradually making their mark in fields such as autonomous driving, medical imaging, and intelligent voice recognition, gaining solid footholds in these competitive sectors.

During the "Double Eleven" shopping festival, an actual call to Alipay's customer service line captured a real conversation between a user and an AI-powered customer service system. The dialogue began with the AI predicting the user’s question before they even spoke. “Welcome to Ant Financial. Hello, may I ask if you want to consult about Huayuan repayment?” “Yes! That’s exactly what I need!” This seamless interaction showcases how AI can anticipate user needs, almost like a futuristic prophet. Such capabilities are made possible by advanced AI technologies that continue to evolve rapidly.

Government Support

The report from the 19th National Congress emphasized the importance of accelerating the construction of a manufacturing power and promoting the deep integration of the Internet, big data, and AI with the real economy. It also highlighted the need to foster new growth points in areas like high-end consumption, innovation-driven development, green low carbon practices, and modern supply chains. These efforts aim to create new momentum for economic development and improve people’s quality of life.

In recent years, local and national governments have rolled out multiple AI-related policies, creating a favorable environment for technological advancement. In July, the State Council released the "New Generation Artificial Intelligence Development Plan," outlining a three-step strategy to bring China’s AI technology and application up to world-leading levels by 2020. The plan also aims to make AI a major driver of economic growth and a key enabler for innovative nations.

On November 15, the Ministry of Science and Technology organized a meeting to launch the new generation AI development plan and major science and technology projects. A special office was established to oversee the implementation, and the first batch of national AI open innovation platforms were announced. This marked a significant step forward in China’s AI development roadmap.

Enterprise Power

Among the first group of national AI open innovation platforms announced by the Ministry of Science and Technology, Baidu, Alibaba Cloud, Tencent, and Keda Xunfei were selected. These companies will focus on areas like autonomous driving, urban brain systems, medical imaging, and intelligent voice recognition, pushing forward innovation in these critical domains.

Currently, leading tech giants such as Baidu, Alibaba, and Tencent are investing heavily in AI, striving to catch up with global leaders. Baidu, for instance, has achieved remarkable results in voice and face recognition, with 97% accuracy in voice recognition and a mere 0.23% error rate in face recognition. Its AI-powered car system, introduced at the 2017 Baidu World Congress, offers features like human-car interaction, fatigue detection, and AR navigation, significantly improving travel safety and convenience.

Tencent has set up its own AI laboratory, while Alibaba Cloud continues to expand its AI applications in smart cities and retail. Sogou, in collaboration with the Tiangong Intelligent Computing Research Institute at Tsinghua University, developed an AI-based question-answering robot named "Wang Zi," which gained fame by defeating human players on a popular TV show.

Minister of Science and Technology Wan Gang stated, “To build China’s first-mover advantage in AI, we must focus on basic research, lead-edge technologies, and implement major science and technology projects to form a forward-looking AI technology system.”

Curved Overtaking

To adapt to the rapid changes brought by AI, China has launched several key R&D programs, including smart manufacturing and the "Internet + AI" three-year action plan. These initiatives cover technology development, application promotion, and industrial growth, ensuring a comprehensive approach to AI advancement.

After years of investment and effort, China has made significant progress in AI. It ranks second globally in terms of scientific publications and invention patents. Breakthroughs in key technologies like voice and visual recognition, adaptive learning, and self-learning systems have enabled leapfrog development. Chinese AI applications in information processing, industrial robotics, and autonomous driving are becoming more practical and widespread.

Moreover, Chinese enterprises have shown strong performance in the AI sector, with increased innovation and entrepreneurship activity. Several leading companies are growing rapidly and gaining international recognition. Industry experts believe that with continued investment from major tech and manufacturing players, China’s AI industry will expand further, potentially achieving a strategic "overtaking" in the global race.
