**I. Tender Conditions**
The comprehensive renovation project for the second-level protection zone of the Shahe Reservoir water source in Shulan City has been approved by the Shulan City Government Procurement Office. The project is managed by Shulan Water Group Co., Ltd., with funding sourced from the local government. The project is now open for bidding, and a general contracting approach for both design and construction is being sought.
**II. Project Overview and Scope of Tender**
**2.1 Bidding Content and Bid Division**

**2.2 Construction Site**

**III. Qualification Requirements for Bidders**
**3.1** Bidders must hold a Class B or higher special environmental engineering design qualification (water pollution prevention and control projects) issued by the relevant administrative department. They must also have demonstrated experience in similar projects over the past five years (2012–2016), with sufficient personnel, equipment, and financial resources.
**3.2** The project manager assigned by the bidder must be an engineer with at least an intermediate level in environmental engineering.
**3.3** Bids from bidders who are part of a consortium will not be accepted.
**3.4** Project management personnel sent by the bidder must not be involved in any other ongoing construction projects; otherwise, their bids will be considered invalid.
**3.5** Bids from companies or individuals who are under suspension or have a record of disqualification during the bidding period will not be accepted.
**3.6** Bidders must submit an “Application Form for Query of Bribery Criminal Files†to the procuratorial organs and obtain a “Notice of the Search Results of Filing Files of Bribery Files of the Procuratorial Organs,†confirming that neither the bidders nor their legal representatives have any records of bribery crimes within the three years prior to the bidding process.
**3.7** Bidders who cannot be found in the “Jilin Construction Market Supervision and Credit Information Management Platform†are not eligible to register for the bid.
**3.8** The bidder’s representative must be the legal representative or an authorized principal (the principal must present an original power of attorney, ID card, and copy of the title certificate on the day of the bid opening). Any other person acting as an agent will be considered invalid.
**IV. Acquisition of Tender Documents**
**Registration Period:** From December 13, 2017, to 16:00 on December 19, 2017.
