For structural considerations, the country may recently issue the "Polysilicon Industry Access Standards" to make the solar-grade silicon industry more healthy.
Earlier, the Ministry of Industry and Information Technology also released news that in order to suppress the repeated construction of low-end production capacity and ensure the healthy development of the polysilicon industry, the "polysilicon industry access standard" is being formulated, but the specific release time has not been announced.
The reporter previously learned from the industry that the "polysilicon industry access standard" mainly involves layout, energy consumption, environmental protection, supervision and many other aspects. Among them, in terms of industrial layout, the "Standard" requires that the proportion of self-owned funds in enterprise investment is not less than 30%, and strictly control the construction of polysilicon projects in areas with energy shortages and high electricity prices. The lack of comprehensive utilization and environmental protection standards are not met. Polysilicon projects will not be filed. However, within 1,000 meters of nature reserves, water sources, residential areas and other environments, no new polysilicon enterprises are allowed. Polysilicon enterprises that are already in the above-mentioned areas should gradually withdraw through relocation and production suspension.
In this regard, some in the industry believe that "the introduction of polysilicon investment thresholds has effectively curbed the pattern of blind and extensive investment in polysilicon in some places, but it will also have an impact on existing small factories."
However, Cui Rongqiang, a professor at the Shanghai Jiaotong University Solar Energy Research Institute, does not fully agree with this approach. "I always advocate screening enterprises in the way of the market's survival of the fittest, rather than setting up barriers similar to 'access standards' to exclude small and medium-sized enterprises. I think that The domestic photovoltaic application market has not yet been fully launched, and it is too early to say whether polysilicon is surplus. It is not impossible for small and medium-sized enterprises to develop highly efficient solar-grade silicon on their own technological innovation. "
