1. Electrical workers should be well-versed in the functions and proper usage of electrical safety equipment. When performing live or power-off maintenance, it is essential to wear insulated shoes and use tools with insulated handles. For high-place work, always use an electric safety belt. When cutting cables, opening live electrical boxes, pouring cable compounds, or injecting electrolyte into batteries, make sure to wear protective goggles.

2. When working on any electrical equipment that has been de-energized or partially powered down, electrical workers must follow strict safety procedures:

  • Power Disconnection: 1. Disconnect the equipment from the power source reliably. 2. Cut off the power supply and ensure at least one switch with a clear break point is opened. 3. When shutting down, stop the load first, then open the rear circuit breaker, and finally the isolation switch. Never operate the isolation switch under load.
  • Electrical Testing: 1. Perform phase-by-phase testing. Check both sides of the switch or knife switch when it's in the off position. 2. If the power line is cut, check for voltage on both ends of the line, as they may form a discharge circuit. 3. Always wear insulated gloves during high-voltage testing.
  • Grounding Installation: 1. Install grounding wires on all possible power sources. Place them where they are visible from the work area. 2. If the maintenance area is divided into separate parts (e.g., busbars separated by switches), each section must be tested and grounded separately. 3. On indoor power distribution panels, install grounding wires in areas without phase paint. Ensure no switches or fuses are between the grounding wire and the equipment being repaired. 4. Connect the grounding wire first, then the conductor end. Reverse the process when removing. Use insulated gloves and insulating wires. 5. Grounding wires must be made of multi-strand soft bare copper wire, with a minimum cross-section of 25mm². 6. Secure the grounding wire with a special clamp. Do not use winding methods for grounding or short-circuiting.
  • Signs and Barriers: Hang warning signs to alert personnel and prevent accidental operations. Post "Do Not Close, Work in Progress!" signs on switch and knife gate operation handles that can energize the work area.

3. Live electrical work should be carried out by at least two people, with one acting as a supervisor. All workers must follow the supervisor’s instructions carefully.

4. Electricians must not install bare wires on construction sites.

5. The terminal poles and corner poles of overhead lines must be repeatedly grounded. During installation, ensure the lines are neat and not bundled together.

6. Avoid using bare wires when tying insulated wires. Never tie wires to metal bars or scaffolding.

7. Use sheathed cables for construction lighting and electrical equipment. It is strictly prohibited to use unqualified or damaged wires such as flower wires or plastic cords.

8. Fixed equipment distribution lines should not be laid along the ground. Instead, they should be buried in conduits. Ensure there are no joints inside the conduits and that the openings are properly sealed.

9. The installation and configuration of on-site distribution boxes and switch boxes must comply with regulations to ensure the "one machine, one switch" system is in place.

10. The voltage for street lighting and local lighting must not exceed 36V.

11. All high-rise structures on site must be equipped with lightning protection devices as required.

12. Welding machines should have an independent switch, and the casing should be connected to zero or ground. The primary line should be less than 5 meters, and the secondary line less than 30 meters. Both sides of the wiring should be securely crimped, and a protective cover should be installed. The welding cable must be used in a double-line configuration, and metal pipes, scaffolding, rails, or steel structures should never be used as grounding paths.

13. All mobile devices and handheld power tools must be equipped with leakage protection devices to ensure safety during operation.
